In 1920, when the British government ruled over India, tyrannical governor Scott Buxton and his sadistic wife Catherine visit a forest in Adilabad and forcefully take away Malli, a young girl with a gift for singing, from the Gond tribe. The tribe's protector Komaram Bheem heads off to Delhi in search of the missing girl.
The Nizamate of Hyderabad warns Scott's office about Bheem's mission. Officer A. Rama Raju volunteers to catch Bheem in order to get a promotion. He attends a meeting of independence activists and proposes to assassinate Scott. Bheem's aide Lachhu asks Raju to join them but flees after realising that Raju is a police officer. Raju and Bheem coincidentally meet, working together to save a boy caught in a train crash. They bond with each other while hiding their original identities. Raju helps Bheem get close to Scott's niece Jenny. Bheem visits the governor's palace at Jenny's invitation, where he finds Malli and promises to return to rescue her. Raju captures Lachhu, torturing him in vain for information, but Lachhu gets a banded krait snake to bite Raju, warning him that he will die in an hour without an antidote known only to the Gond people. Raju finds his way to Bheem, who makes the antidote and confesses his true identity and mission. Bheem and his men break into the palace during a gala with a truck full of wild animals. A recovered Raju arrives in his police uniform and fights Bheem, who is forced to surrender when Scott threatens to shoot Malli.
In a flashback, Raju's father, Venkata Ramaraju, was a rebel who sacrificed his life fighting the British. Raju promised a dying Venkata that he would deliver guns to everyone taking part in the rebellion, and then infiltrated the colonial police in an attempt to secure those weapons.
Raju is promoted for capturing Bheem, who is sentenced to the public flogging at Raju's hands. Scott offers Bheem mercy if he kneels and recants his crimes, but Bheem refuses despite being heavily injured. He sings a defiant song that inspires a riot. Raju is informed that he will be placed in charge of a large arms shipment, granting him the opportunity to steal a large number of British guns. However, Raju feels guilty and is inspired by Bheem's song, deciding to rescue Bheem and Malli. He asks Scott to execute Bheem on the outskirts of the city, during which he stages an ambush. Scott injures Raju, but Bheem frees himself and fights the remaining guards while Raju shoots and kills a guard menacing Malli. Assuming Raju was trying to kill Malli, Bheem knocks him out and escapes with Malli, leaving Raju to be arrested.
A few months later, Raju is being starved in prison while Bheem and his men are hiding in Hathras. When British soldiers arrive looking for Bheem, Sita, Raju's cousin and fiancée, drives them away by claiming that the building is infected with smallpox. She tells Bheem of Raju's mission and that Raju was arrested for "saving his best friend". Bheem promises to bring Raju back to Sita. With the help of the blueprint given by Jenny, Bheem infiltrates the prison and frees Raju, mounting him on his shoulders to transport him. Together, they fight the police and escape. As Bheem treats Raju's wounds in the woods, they are ambushed by special forces soldiers. Raju takes a bow and arrows brought by Bheem from a shrine of Lord Rama while Bheem joins him with a spear, killing many soldiers together. They attack Scott's palace by launching a flaming motorcycle into a room full of TNT, setting off a massive chain reaction that destroys the building and kills Catherine. Bheem retrieves a massive cache of guns and delivers them to Raju. Raju shoots Scott with an arrow and Bheem kills him with one of the retrieved rifles.
They reunite with Sita, Jenny, and their allies. Raju promises to educate Bheem. Raju returns to his village and delivers the weapons, fulfilling his promise, while Bheem reunites Malli with her mother.
